I am experiencing an issue where 3gb .arc files are being generated in this location  C:\ProgramData\Netwrix Auditor\NLA\Data\695c4666-a453-424d-881d-884af3b3bd53\Changes  and filling up the c:\

I would like to change the location of this to D:\ im not sure what is causing this issue to suddenly occur.

That is a temp directory for the Logon Activity collections.

Try restarting the following services seen here: http://i.imgur.com/wP39g8V.png

KB1030 How to prevent overflow on the drive where the Long-Term Archive is located?
prevent disk overfilling drive Audit Archive https://www.netwrix.com/kb/1030
I think that these will correct your issue.
Note that the Netwrix Auditor WatchDog Service informs you if you are running out of space on a system disk where the Long-Term Archive is stored by default. You will see events in the Netwrix Auditor System Health log once the free disk space starts approaching minimum level. When the free disk space is less than 3 GB all Netwrix services will be stopped (except for services responsible for user activity, SharePoint and syslog auditing). minimum recommend Drive C: free space is 30 GB
Found this under section 8. Settings starting on page 71 of the Netwrix Auditor Administration Guide
