Is there a workaround to install this tool and get it working if the policy is enabled to not allow storage passwords and credentials.  This gives an error stating:

The new task has been created but may not run because of an error:A specified logon session does not exist. It may already have been terminated.(Exception from HRESULT:0x80070520)

It seems that after this error occurs the scheduled task does not get created.

The product requires a scheduled task to execute.  You could technically log in with the "service account" and it would run using the currently loggged in credentials but this would require keeping the login session active.  It can technically be run from a command line also by calling an exe with the appropriate flags just like what the scheduled task does.
