I downloaded the Change Notifier for Active Directory and Group Policy and it seems they are exactly the same MSI. When I try and install the group policy MSI, it says its installed and have option of remove or repair.

Change Notifier for Active Directory also does Group Policy changes.  Not sure why we have two separate MSI for the same application.  These applications are being replaced shortly anyways with a free version of Netwrix Auditor within the next several weeks but yes i see how it is confusing.  Considering you are getting an error that it is already installed you just need to run Change Notifier for Active Directory application.
